Engineer I, II, III or IV Allegany County Department of Public Works
SUMMARY: Apply engineering principles for evaluation and design problems involving mechanical, electric, electronic, structural, hydraulic, civil, surveying, and/or comparable systems of increasing perplexity commensurate with the employee’s demonstrated mastery of engineering principles. Receives supervision from senior engineers and may provide supervision to junior engineers and engineering technicians and manage design, construction, and/or demolition projects. May review design criteria and contract documents prepared by other engineers and/or outside consultants.
QUALIFICATIONS: Engineer I: Bachelor’s degree in Civil or Mechanical Engineering from a college or university approved by the Engineering Council for Professional Development and/or approved by the Maryland State Board of Registration of Professional Engineers and Land Surveyors Engineer II: EIT/FE Certification and two years of professional experience. Engineer III: Professional Engineer’s License in the State of Maryland or a state with comparable requirements and five years of professional experience Engineer IV: Professional Engineer’s License in the State of Maryland or a state with comparable requirements and ten years of professional experience. (A comparable amount of training and experience may be substituted for the minimum qualifications.)
SPECIAL REQUIREMENTS: Possession of a valid Driver’s License. Eligibility for coverage under the County’s motor vehicle insurance policy.
KNOWLEDGE, SKILLS, AND ABILITIES: Elementary to thorough knowledge, depending upon level of appointment, of: modern civil/mechanical engineering practices and principles; methods of design and construction of public works projects; construction materials and specifications; and field inspection techniques. Ability to: prepare and interpret plans, maps, and specifications; supervise small groups of engineering technicians; consult effectively with contractors and the public; organize materials and communicate clearly in the written form; use engineering instruments with skill and precision; pass a physical examination and drug test; climb and walk over rough terrain; and work in inclement weather. An Engineer III and IV is expected to have the ability to: prepare layouts and designs; prepare contract specifications and cost estimates; survey buildings for structural repairs or modifications; serve as a consultant on engineering projects; review specifications and design plans submitted by consulting engineers and others; comply with sound engineering practices and established standards, ordinances, and regulations; prepare and clearly present both orally at public meetings and in writing detailed reports and recommendations on engineering projects; supervise and motivate others; and assist in the preparation of the budget and the capital improvement plan.
