Warren City Manager
The City of Warren is a full-service Third Class City located in northwestern Pennsylvania, 66 miles southeast of Erie, PA, and three hours north of Pittsburgh. It seeks an experienced City Manager for a community of approximately 9,300 residents. Warren is a Home Rule Charter community with a Council-Manager structure. It is also the county seat and the economic center of the county.
The City Manager is responsible for the day-to-day operations of the City and oversees the following departments: 24/7 Police, 24/7 Fire/EMS, Administration, Finance, Codes and Planning, and Public Works, which maintains approximately 20 active and passive parks, a municipal pool, sewer treatment plant, and 40 miles of roadways in the City’s 3.1 square mile footprint. There are 62 full-time and 6 part-time employees.
The City’s 2022 budget is approximately $10 million and it also operates various enterprise funds.
Applicants must have a Baccalaureate Degree in public administration, business administration, or related field, awarded by an accredited college or university. A Master’s Degree, together with 3 years of progressive administrative experience in a community of comparable size and complexity is preferred. Candidates should have demonstrated financial and general management skills, experience in economic development, collective bargaining, grant writing and administration, outstanding leadership skills and organizational ability plus excellent communication and interpersonal skills. Residency within the City is required. Candidates with a combination of education, training, and experience which demonstrates proficiency in the foregoing areas will be considered.
