DEPUTY DIRECTOR, INDUSTRY PARTNERSHIPS AND EMPLOYER ENGAGEMENT

 

The Mayor’s Office of Talent and Workforce Development (“NYC Talent”)

NYC Talent is responsible for the City’s talent and workforce development system that benefits city residents, employers, and the economy. NYC Talent seeks new and effective ways to scale and sustain productive public/private partnerships; to develop and match talent to promising careers; to align its education, career preparation and skills training programs across City government; and to coordinate program and fiscal data across stakeholders to provide a comprehensive view of the talent system with the goal of making progress towards the citywide employment objectives laid out in Executive Order #22.

 

Industry Partnerships

Industry Partnerships work to ensure that New York City businesses can find the talent needed to thrive and grow and New Yorkers are equipped with the skills and qualifications needed to access jobs with family sustaining wages. Industry Partnerships are sector-based intermediaries among industry, government, organized labor, academia, philanthropy, community-based organizations and training providers that work together to drive the economic vitality of NYC in a way that is inclusive of all New Yorkers.

 

Job Description:

Reporting directly to the Executive Director, the Deputy Director of Industry Engagement will serve as the team/unit lead for the Office’s four Industry Partnerships and is charged with developing and overseeing strategies and initiatives that efficiently coordinate resources, elevate best practices, and maximize investments across NYC Talent’s sector-specific work in healthcare, tech, construction, manufacturing & industrial, and other targeted industries. The ideal candidate has proven experience building public-private constituencies, managing change in complex systems, and a demonstrated passion for NYC Talent’s mission.

 

Specific Responsibilities:

  • Work with the Executive Directors of NYC Talent’s individual Industry Partnerships to set strategy for sector-specific workforce development that is data-driven, industry-informed, and aligned with the City’s mission to connect New Yorkers to family-sustaining careers and diminish economic inequity.
  • Build strong institutional linkages with the industry partnerships and the NYC Workforce Development Board and the Interagency Talent Cabinet.
  • Develop common definitions, functions, metrics, and themes to root the work of Industry Partnerships on shared foundations and unify their mission and roles as agents of systems change.
  • Coordinate resources and strategies across Industry Partnerships through efficient management of vendors, data, communications, and more.
  • Develop and manage relationships with business, workforce development providers, academic partners, philanthropy and city agencies that cut across the individual work of Industry Partnerships, to ensure mutual understanding and alignment of sector-specific strategies that efficiently leverage public and private resources that help employers access the local talent they need to thrive.
  • Work in close coordination with other government workforce and economic development partners.
  • Support, manage, and lift up the Industry Partnership teams.
  • Track, synthesize, and articulate trends in industry-specific labor data and programmatic best practices from a diverse set of workforce development stakeholders.
  • Provide strong internal and external messaging regarding the value proposition of the Industry Partnerships in in making progress toward achieving the citywide talent objectives.
  • Lead the research, coalition-building, and administration needed to launch any additional future Industry Partnerships or similar sector-specific investments deemed a City priority.
  • Identify strategic opportunities to scale Industry Partnerships initiatives and programs, and to translate successful models across sectors.
  • Design Industry Partnerships frameworks, proposals, and programs with standard terms, goals, and deliverables.
  • Advise NYC Talent’s other areas of work, including Youth Employment initiatives that ensure all young people can launch successfully into family-sustaining careers, as well as inform the agendas, proposals, and management of the Office’s various governance structures (i.e. boards, cabinets, advisory groups).
  • Serve as a subject matter expert and advocate for the work of Industry Partners and related NYC Talent initiatives in consultation to diverse public and private partners.
  • Oversee priority project management plans, outlines, and schedules for key Industry Partnerships initiatives.
  • Prepare effective written materials, including memos and decks to be used in presentations, C-level external meetings, and public speaking engagements.
  • As needed, serve as spokesperson, representative, and ambassador of Industry Partnerships and NYC Talent at workforce development public events and conferences.
  • As needed, organize the participation of Industry Partnerships and NYC Talent in local and domestic events and conferences.
  • Help to build and foster a collaborative and productive team culture.  
  • Other duties as assigned.

 

Qualifications:

  • Bachelor’s degree and six to eight years of program management or comparable professional experience, of which three years include progressively responsible experience in one or more of the following domains: business analysis, process improvement and/or systems development, and with at least two years in a managerial capacity; or
  • 10 years program management or comparable professional experience, with five years that include progressively responsible experience in one or more of the following domains: business analysis, process improvement and/or systems development and with three years in a managerial capacity.

 

Preferred Skills:

  • Integrity, credibility, and a demonstrated commitment to NYC Talent’s mission and goals.
  • Senior level professional with six to eight years of experience in government, workforce & economic development, and/or a related field.
  • Extensive knowledge of New York City’s workforce development landscape, including adult learning best practices, skills training, and culturally competent, industry-specific curricula development and program design.
  • A commitment to increasing equitable job access to growing sectors for New Yorkers.
  • Excellent analytical and creative problem-solving skills.
  • Experience managing multiple stakeholders and collaborative groups.
  • Outstanding written and verbal communications skills, including formal presentation skills.
  • Ability to effectively and confidently present to leadership level staff.
  • Ability to thrive in a high-performance environment; proven ability to work well under pressure and adapt quickly to change.
  • Comfortable working in a fast-paced environment, managing multiple projects simultaneously and prioritizing projects to meet deadlines.
  • Entrepreneurial and collaborative style that works well in teams.
  • Knowledge of the NYC labor market and in-demand occupations.

 

Salary range: $130 to $150k
