A. GENERAL CLASS DESCRIPTION:
The primary function of this position is to assist in the development and maintenance of the GIS System within the City of Kalispell, heavily based in ArcGIS Enterprise. The position works closely to the Public Works GIS Specialist who supports Public Works. Additional responsibilities include GIS data development, creation, and maintenance, project management, training, and support for application integrations. Drone flights to capture images or videos for various City projects is a role of this position.
B. ESSENTIAL JOB FUNCTIONS & RESPONSIBILITIES (90%):

The following duties are typical for this classification. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned
a. Edit ArcSDE in a versioned environment.
b. Design, test, publish webmaps, dashboards, Survey123, field apps and more.
c. Extract, transform, and load GIS data.
d. Experience with Enterprise Portal and maintenance tasks of SDE; compression, rebuild indexes, and statistics.
e. Supports mobile solutions for field data collection and maintenance.
f. Update Development Services activity to maps, data analysis as requested from departments, and support the Planning annual report.
g. Support GIS requests from various departments projects; train, and support staff from department to update current activity on maps.
h. Performs complex spatial analysis and creates information products from the GIS and related software and subsystems. Familiarity with GIS topology preferred.
i. Assists in the integrations, evaluation, troubleshooting and managing of the GIS and Cityworks software and hardware.
j. Provides training, demonstrations, and technical support to personnel in the operation of the Geographic Information System and personal computers.
k. Develops quality controls and standard operating procedures to ensure data integrity.
l. Develops and supports online reporting tools and dashboards for monitoring key performance indicators.
m. Researches and compiles a variety of information materials from outside sources, summarizes the information, and prepares related reports accordingly.
n. Researches and recommends technology initiatives related to the City’s Geographic Information System including acquiring, refining, manipulating, and merging spatial information from diverse sources.
o. Keeps immediate supervisor and others accurately informed concerning work progress, including present and potential work problems or suggestions for new or improved ways of addressing such problems.
p. Communicates and coordinates regularly with appropriate others to maximize the effectiveness and efficiency of interdepartmental operations and activities.
q. Completes and maintains records and files of required reports, correspondence, and documentation.
r. Assists with the GIS administration and or user management of ArcGIS Enterprise, AGOL, and webmaps.
s. Creates, updates, modifies, and troubleshoots map services.
t. Provides recommendations for software and hardware upgrades to support direct and indirect GIS users.
C. ADDITIONAL DUTIES (10%):
a. May provided other technical and support assistance as required.
b. Other duties as assigned.
D. SUPERVISION RECEIVED:
Work is performed under the general direction of the Information Technology Director.
E. SUPERVISION EXERCISED:
A GIS Specialist may be assigned as the lead person in one area of a GIS specialty to insure smooth workflow and distribution of essential duties for any department.
F. DESIRED MINIMUM QUALIFICATIONS:
a. Bachelor’s Degree in Geography, GIS Science, Computer Science, or a related field; and
b. 2-3 years’ experience with GIS-related software, GIS-related database management, GIS-related programming, software, and mapping; or
c. Any equivalent combination of experience and training which provides the knowledge, skills, and abilities necessary to perform the work.
G. KNOWLEDGE, SKILLS & ABILITIES (KSA’s):
a. Knowledge in:
i. Thorough knowledge of GIS software, databases, and related applications, and of GPS hardware and software.
ii. Knowledge of ESRI ArcGIS products including ArcPro, ArcGIS Enterprise, ArcGIS Enterprise Portal, Python, ArcSDE, and ability to learn products from ESRI included in the City’s ArcGIS Enterprise Agreement.
iii. Thorough knowledge of database design and development, working with relational database systems, and in the creation and maintenance of the systems.
iv. Principles and practices of systems analysis and development.
v. Spatial reference, coordinate systems and projections.
vi. Conversions and transformation of coordinate systems and projections.
vii. Legal land descriptions, policies, and procedures.
viii. Plat Room and Surveyors Room records and policies.
b. Skilled in the operation of:
i. Personal computer operations, software maintenance and upgrades.
ii. Equipment specific to GIS operations to include, but not limited to, scanner, plotter, printers, and large format copier.
iii. Accurately formulating information into a written report or document format.
iv. Accurately posting or recording information and maintaining spatial and tabular database information.
v. Conversions to acquired existing digital data to accomplish overlay and analysis procedures.
vi. Windows based desktop, laptops, tablets, and Apple iPads.
c. Abilities include:
i. Ability to obtain Remote Pilot certification within 6 months of start date or sooner.
ii. Ability to operate and support a Drone; operate via iPad, use Drone Deploy, and prepare images or video to staff.
iii. Ability to obtain and stay up to date with GISP qualifications.
iv. Ability to analyze, interpret and develop solutions in a timely manner.
v. Ability to visualize abstract concepts and effectively communicate them to others.
vi. Ability to utilize critical thinking and logic in dealing with systems problems.
vii. Ability to exercise sound, independent judgment, and work with minimal supervision.
viii. Ability to maintain confidentiality of sensitive information and data.
ix. Ability to establish and maintain effective working relationships with assigned supervisors, other City employees, elected officials, vendors, and the general public.
x. Ability to interpret and apply Federal, State, and local policies, procedures, laws, and regulations.
xi. Ability to communicate effectively with others, both orally and in writing, using both technical and non-technical language.
xii. Ability to effectively train staff.
xiii. Ability to understand and follow oral and/or written policies, procedures, and instructions.
xiv. Ability to create queries, expressions, and formulas to write effective technical reports, flowcharts, topological data, and other related data.
xv. Ability to prepare and present accurate and reliable reports containing findings and recommendations.
xvi. Ability to operate a personal computer using standard or customized software applications appropriate to assigned tasks.
xvii. Ability to follow proper safety procedures; take proper care of City-owned equipment and tools.
xviii. Ability to use logical and creative thought processes to develop solutions according to written specifications and/or oral instructions.
xix. Ability to perform a wide variety of duties and responsibilities with accuracy and speed under the pressure of time-sensitive deadlines.
xx. Ability and willingness to quickly learn and use new skills and knowledge brought about by rapidly changing information and/or technology.
xxi. Ability to understand and define user requirements and recommend cost effective systems solutions.
xxii. Ability to present facts clearly and accurately in oral, written, and graphic form.
H. SPECIAL REQUIREMENTS:
a. Valid Montana Driver’s License or ability to obtain one upon hire
b. History of satisfactory driving record.
c. Obtain a Remote Pilot Certification with the FAA.
