Salary Range: $2245.60 to $4590.40 Bi-weekly

Responsibilities
The Advertising Specialist (Media Communication Specialist 3) is responsible for providing technical expertise in the oversight of media advertising campaigns associated with conducting a comprehensive statewide tobacco education program for the California Department of Public Health (CDPH) - California Tobacco Control Program (CTCP). This position oversees all aspects and stages of creative development for television, radio, print, out of home, digital and mobile advertising, reviewing and providing strategic and creative input regarding advertising and media plans. The Advertising Specialist is also responsible for developing and implementing digital media projects, including website management and daily oversight, digital advertising and digital/social media consumer engagement. This position leads strategic planning activities, paid efforts, and on-going communications, as well as researching social media trends and providing recommendations on increasing engagement and breadth of the campaign.
Qualifications
REQUIRED
• Extensive experience in managing advertising agencies to develop comprehensive media campaigns.
• Experience working on a variety of advertising and digital efforts, including the coordination of formative research with focus groups and online testing to assess advertising concepts.
• Experience leading procurement efforts to obtain advertising services, substantiates and verifies statistics, facts and scientific notations for advertising, public relations, and other media materials.
• Extensive experience managing digital and social media campaigns on public health communication issues.
• Experience executing a variety of digital media projects.
• Experience with digital video editing software.
• Experience analyzing data and writing a wide variety of media materials.
• Extensive project management experience in handling highly visible communications projects.
• Proficient in Microsoft Office and Adobe Creative Suites.
• Exceptional verbal and written communications skills.
PREFERRED
• Bachelor's degree communications/journalism/media/public relations or other related field and extensive experience in communications, advertising, and marketing.
• Spanish language skills.
• Familiarity with California State Government and the principles of public health administration.
SPECIAL REQUIREMENTS
• THIS POSITION MAY BE SUBJECT TO A CRIMINAL BACKGROUND INVESTIGATION, DRUG SCREEN, LIVE SCAN FINGERPRINTING, MEDICAL EVALUATION CLEARANCE, AND FUNCTIONAL CAPACITY ASSESSMENT.
• Some travel throughout the state of California (and out of state) may be required to provide technical assistance and training and disseminate information.
