Coordinator - NCIC
University Enterprises, Inc. (UEI) at California State University, Sacramento (Sac State) is seeking a Coordinator for the North Central Information Center (NCIC). The NCIC is one of nine information centers in the California Historical Resources Information System (CHRIS). It works in close coordination with the California Office of Historic Preservation (OHP) and the Public History Program at Sac State. The NCIC has responsibility for a portion of the CHRIS Inventory, a collection of site records and survey reports produced by cultural resources professionals with responsibilities under the California Environmental Quality Act (CEQA) and Section 106 of the National Historic Preservation Act (NHPA).

Pay Rate: $4,854 - $6,529 per month
Position Overview:
The position is responsible for the daily operation of the NCIC. Primary duties involve maintaining NCIC’s portion of the California Historical Resources Information System (CHRIS) inventory and providing cultural resources documentation to local governments, state and federal agencies, Native American tribes, individuals with responsibilities under the National Environmental Policy Act (NEPA), Section 106 of the National Historic Preservation Act (NHPA), and the California Environmental Quality Act (CEQA), as well as to the general public. The Coordinator also performs day-to-day office administrative duties in collaboration with the account administrator at University Enterprises, Inc. (UEI). The position reports directly to and receives general direction from the CSUS faculty sponsor and works closely with the OHP CHRIS Coordinator. This position supervises the Assistant Coordinator and graduate student interns.
Duties & Responsibilities:
Fulfills California Historical Resources Information System (CHRIS) data requests submitted by local governments, state and federal agencies, Native American tribes, individuals with responsibilities under NEPA, NHPA, and CEQA, as well as the general public.
Ensures cultural resources site records and survey reports are accurately processed into NCIC’s portion of the CHRIS inventory by scanning paper documents to PDF, entering tabular data into the information center database, and plotting locational data and entering attributes into NCIC’s geographic information system (GIS).
Maintains and provides access to a library of historical maps, ethnographic and historical literature, and other research materials pertinent to cultural resources in NCIC’s six-county service area.
Performs public outreach to educate the private sector and local, state, and federal agencies about NCIC’s role in the preservation of cultural resources in the six-county area. This includes interaction with Native American tribes to implement Memorandums of Agreement to enable protection and digitization of their cultural resources.
Negotiates the terms and scope of work for contracts with private-sector and federal, state, and local-government users.
Oversees the day-to-day operations of the NCIC office including budget management, scheduling, equipment procurement, hiring additional staff, and training staff as needed.
Creates and maintains the Emergency Disaster Plan for the NCIC to ensure the protection of confidential site records and reports.
Handles all grants, purchase orders, and contracts under which the Information Center functions.
Prepares the NCIC annual report for OHP and University Enterprises, Inc. (UEI).
Attends OHP meetings and workshops representing NCIC.
Recruits, hires, trains, supervises, disciplines, and evaluates staff and graduate student interns in compliance with UEI personnel policies and procedures.
Reviews and recommends approval of expenditures, check requests, purchase order requests, travel requests, and consultant agreements consistent with contractual and budgetary requirements and submits to UEI.
Maintains a portion of the CHRIS Online Tracker, which organizes CHRIS Access and Use Agreements and associated documentation.
Participates in short-range and long-range planning of the CHRIS with OHP staff and coordinators from other information centers.
Maintains NCIC’s website and consults with CSUS Information Resources and Technology (IRT) staff to resolve technology-related issues.
Performs other job-related duties as assigned.
Minimum Qualifications:
Master’s degree in Archaeology, History, Public History, Architectural History, Cultural Resources Management, or related field. The successful candidate must meet the Secretary of the Interior’s Professional Qualifications Standards as an archaeologist, historian, or architectural historian.
Demonstrated experience in public outreach and education of the private sector or local, state, federal, and/or tribal agencies in the preservation of cultural resources.
Demonstrated experience performing CHRIS inventory management duties and conducting data requests within a CHRIS information center.
Demonstrated experience coordinating and managing contracts with federal, state, and private agencies that require financial and administrative oversight including but not limited to: budget management, scheduling of tasks, procurement of equipment, and additional staff and training as needed.
Demonstrated ability to work with ESRI ArcGIS software and Microsoft Office software including Word, Excel, and Access.
Familiarity with CEQA cultural resources guidelines and Section 106 of the NHPA; familiarity with the Secretary of the Interior's Standards and Guidelines for Archeology and Historic Preservation; familiarity with cultural resources documentation including cultural resources survey reports, historic contexts, DPR-523 forms, National Register nominations, and HABS/HAER/HALS documentation.
Demonstrated supervisory experience.
Excellent oral and written communication skills and demonstrated ability to perform public relations functions, which include conference calls, meetings, site visits, and project events.
Must be legally eligible to drive in California, complete and pass an online training course, maintain a good driving record, and be acceptable for vehicle insurance coverage under the University Enterprises insurance plan. Must continue to meet the established driving standards, driving record will be monitored with the California Department of Motor Vehicles to ensure compliance.
Must pass a background check, which may include fingerprinting. Must continue to meet the established standards.
Preferred Qualifications:
Experience working in an inventory management office in another state.
